'Ili refers to the skin of a textile fiber - Beach Hibiscus - known in Hawaii as 'Ili Hau. 'Ili is the name given to the outside skin of the beach hibiscus tree bark, that grows in abundance on the islands. 

By scraping off the rough outer skin layer called 'ili, the remaining cream-colored smooth fibres are used for braiding or twisting into cordage - string - rope, net bags, basket handles, hula skirts and Tapa cloth.
